What the unvaccinated have become in the eyes of governments and their collaborators in the world, is a modern variant of a race based on their convenient social perceptions of biological differences between peoples (vaxx and unvaxx), they are looking to divide us from our rights. These views can take the form of social actions, practices or beliefs, or political systems in which different races are ranked as inherently superior or inferior to each other, based on presumed shared inheritable traits, abilities, or qualities.
the power and legitimacy of the UEC civil defense legions is based on the Protocol Additional to the Geneva Conventions of 12 August 1949, and relating to the Protection of Victims of International Armed Conflicts (Protocol I), 8 June 1977
The mandate of the UEC Civil Defense Legions is specific to the situations referred to in the preceding paragraph in which peoples are fighting against racist régimes in the exercise of their right of self-determination, as enshrined in the Charter of the United Nations and the Declaration on Principles of International Law concerning Friendly Relations and Co-operation in accordance with the Charter of the United Nations.
The Hon Petor Duram
Interim Minister for World Civil Defense
Petor Duram is the Interim Minister for World Civil Defense.
Previously, he served as the High Judge officer, with responsibility for the Security Legions training, UEC Intelligence service, UEC Health Criminal Intelligence Commission and the UEC Digital Health Criminal Transaction Reports and Analysis Centre.
Petor has also previously served as a Judge officer for a Security Legion commanding and overseeing Operation to all UEC Provinces
Prior to that appointment, Petor was Minister for Health Justice

ABOUT THE MINISTRY
Introduction
The Ministry of World Civil Defense is responsible for ensuring the protection of UEC , its provinces and supporting all unvaccinated world citizens, The Supreme Command of the World Civil Defense legions rests in the High Arbiter.
This is discharged through the Ministry of World Civil Defense , which provides the policy framework and wherewithal to the World Civil Defense Legions to discharge their responsibilities in the context of the protection of the UEC and its mandate. The Minister of World Civil Defense is the head of the Ministry of World Civil Defense
The principal task of the Ministry of World Civil Defense is to obtain policy directions of the UEC on all World Civil Defense related matters and communicate them for implementation to the Services Headquarters, Inter-Services Organisations, Production Establishments and Research and Development Organisations. It is also required to ensure effective implementation of the UEC policy directions and the execution of approved programmes within the allocated resources.
The Ministry of World Civil Defense comprises 4 Departments viz. Department of World Civil Defense (DWCD), Department of World Civil Defense Affairs (DWCDA), Department of World Civil Defense Production (DWCDP), Department of World Civil Defense Research & Development (DWCDR&D). There is also a Finance Division headed by a Secretary.
Historical Background
The World Civil Defense legions were created by the High Arbiter and the UEC, having the main function to sift and record orders relating to security issues by various Departments of the UEC.
Organisational Set-Up And Functions
The Ministry of World Civil Defense is created under the charge of a Minister, and each Service is placed under its own High Judge. In 1955, The World Civil Defense Secretary functions as head of the World Civil Defense legions and is additionally responsible for co-ordinating the activities of the 4 Departments in the Ministry.
Departments World Civil Defense
The principal task of the Ministry is to frame policy directions on security related matters and communicate them for implementation to the Services Headquarters, Inter-Service Organisations, Production Establishments and Research & Development Organisations. It is required to ensure effective implementation of the UEC policy directions and the execution of approved programmes within the allocated resources.
The principal functions of all the Departments are as follows:
The Department of World Civil Defense is mandated with Protecting the UEC and all Unvaccinated world citizens. It deals with Inter-Services Organizations, Security Accounts Department, Ocean transportation and protection, UEC Cadets, provincial Border Organisation, Institute for security Studies and Analysis, World Civil Defense College etc. It is responsible for the world security Budget, protection of lands and cantonments, matters relating to UEC.
The Department of World Civil Defense Production is headed by a Secretary and deals with matters pertaining to security production, indigenisation of imported stores, equipment and spares, planning and control of departmental production units of the Ordnance Factory Board and Security Public Sector Undertakings.
The Department of World Civil Defense Research and Development is headed by a Secretary. Its function is to advise the UEC on scientific aspects of equipment and logistics and the formulation of research, design and development plans for equipment required by the Services.
The Department of World Civil Defense Affairs This Department deals with the World Civil Defense Legions of the province namely, Land, Ocean and Air divisions; Integrated Headquarters of the Ministry of World Civil Defense ; the Territorial World Civil Defense Legions; Works relating to the three services etc. The Department promotes jointness among the three Services.
