A province is an administrative division within the UEC. The UEC Provinces are all coextensive to world states, other provinces or territories. The term derives from the ancient Roman provincia, which was the major territorial and administrative unit of the Roman Empire's territorial possessions outside Italy. The term province has since been adopted by many countries.
In the UEC (United Earth Confederation), the provinces are clearly subordinate to the central UEC Confederation. However, they do have some amount of constitutional independence in regard to their particular set of functions. The central- and provincial-Confederation functions, or areas of jurisdiction, are identified in the UEC Constitution. Those that are not specifically identified are called "residual powers."
Some of the enumerated powers can be quite important. For example, Some UEC provinces can be sovereign in regard to such important matters as property, civil rights, education, social welfare and medical services.

Dear World Citizens
Our fathers brought forth on our planet, new nations, conceived in liberty, and dedicated to the proposition that all humans are created equal.
Now we are engaged in a great covid illegal vaccination crisis, testing whether nations, or any nations so conceived and so dedicated, can long endure. We are met on the great lands of that Crisis. We have come to dedicate a portion of that Land, as a final resting place for those who gave their lives to the vaccination. It is altogether fitting and proper that we should remember them.
But in a larger sense, we cannot dedicate - we cannot consecrate - we cannot hallow - this ground. The brave world citizens, living and dead, who struggled here, have consecrated it, far above our poor power to add or detract. The world will little note, nor long remember, what we say here, but it can never forget what they did here. It is for us the living, rather, to be dedicated here to the unfinished work which they who fought here have thus far so nobly advanced. It is rather for us to be here dedicated to the great task remaining before us - that from these vaccinated dead we take increased devotion to that cause for which they gave the last full measure of devotion - that we here highly resolve that these vaccinated dead shall not have died in vain - that all nations, under all the Gods and beliefs, shall have a new birth of freedom - and that all governments of world citizens shall be remade never to oppress again. So that all future nations exist for truth, non violence and world emancipation.

Dear World Citizens
Can we forge against these world vaccination criminals a grand and global alliance, North and South, East and West, that can assure a more fruitful life for all world citizens? Will you join in that historic effort to create this confederation?
In the long history of the world, only a few generations have been granted the role of defending freedom in its hour of maximum danger. I do not shrink from this responsibility -- I welcome it. I do not believe that any of us would exchange places with any other people or any other generation. The energy, the faith, the devotion which we bring to this Covid violent vaccination ciris will light the world and all world citizens -- and the glow from that fire can truly light the planet.
My fellow world citizens: ask not what anyone will do for you, but what together we can do for the freedom of humanity by stopping the violent covid vaccination.
